CBT Centres Proprietors Move to Standardise Exam Framework Nationwide

The Computer-Based Test Centres Proprietors Association of Nigeria (CBTCPAN) has announced plans to establish a uniform framework for all CBT centres across the country to ensure fairness and consistency in national examinations.

The association’s president, Austin Ohaekelem, disclosed this in a statement following its National Congress. The move comes shortly after the Joint Admissions and Matriculation Board (JAMB) delisted more than 130 centres for alleged infractions during the 2025 Unified Tertiary Matriculation Examination (UTME) process.

JAMB Registrar, Prof. Is-haq Oloyede, had cited violations such as tampering with CCTV coverage and relocating routers, which compromised the board’s ability to monitor examinations. The board also sanctioned 11 centres over fingerprint irregularities during UTME registration.

Ohaekelem said the proposed framework would focus on strict quality control, infrastructure standards, security, and service delivery, backed by a code of conduct for all operators. “We aim to build public trust and ensure that every candidate, regardless of where they take their exam, has a consistent and fair experience,” he stated.

The Congress also dissolved its former Board of Trustees and inaugurated a new one with representatives from all geopolitical zones alongside members of the national executive.

Additionally, a committee has been set up to tackle examination malpractice and support the federal government in safeguarding exam integrity. The association reaffirmed its commitment to objectives such as standardisation, capacity building, ethical compliance, research, technological advancement, and advocacy.
