China has launched a new proposal to reform international cooperation mechanisms, signaling its ambition to play a leading role in reshaping global governance. The Global Governance Initiative (GGI), announced by President Xi Jinping at the Shanghai Cooperation Organisation Plus (SCO+) meeting on September 1, calls for a more inclusive and balanced global order.
Presenting the framework in the northern port city hosting the summit, Xi said the initiative seeks to establish fairness, cooperation, and shared responsibility in global governance. He urged countries to work together toward a system that promotes mutual respect and collective progress.
The GGI comes as frustration grows among developing nations over unequal representation in international institutions. It builds on previous Chinese-led frameworks, including the Global Development Initiative, Global Security Initiative, and Global Civilisation Initiative, but goes further by targeting systemic change.
Beijing has outlined priority areas such as reforming international financial systems, regulating artificial intelligence and cyberspace, addressing climate change, enhancing trade, and developing governance for outer space. The proposal also underscores the central role of the United Nations in managing global affairs.
Though a detailed roadmap has not yet been released, the initiative has drawn support outside Asia. Nigeria formally welcomed the GGI in a September 11 statement, describing it as a timely response to international challenges. Abuja said the proposal aligns with its domestic development goals and the African Union’s Agenda 2063.
Support for the initiative appears to be growing in the Global South, where many governments see it as reflecting their long-standing demands for fairer representation in decision-making. Its emphasis on sovereign equality, multilateral cooperation, the rule of law, and people-centred development has appealed to countries wary of being sidelined in global debates.
The timing of the proposal coincides with preparations for the 80th anniversary of the United Nations in October 2025. Analysts say the GGI is likely to feature prominently in debates over the future of multilateralism.
Whether the framework leads to substantive reform or remains largely aspirational will depend on the willingness of both developed and developing countries to embrace a more inclusive vision of global governance in an era of shifting power dynamics.
