Senegal Revokes Atlas Oranto Offshore License Over Inactivity

Senegalese authorities have cancelled the offshore exploration rights of Atlas Oranto Petroleum, the privately owned oil and gas company founded by Nigerian billionaire Arthur Eze, citing the company’s failure to meet key operational and financial obligations.

The revocation affects the Cayar Offshore Shallow exploration license, covering approximately 3,600 square kilometers north of the Dakar peninsula. Despite being considered oil-prospective, the block remained largely underexplored since it was awarded in 2008. Seismic surveys identified potential leads, but no exploratory wells were drilled, and required bank guarantees were not provided, even after multiple deadline extensions.

Under the supervision of Energy and Petroleum Minister Birame Souleye Diop, the ministry formally terminated the license in September 2025, part of a broader government effort to enforce compliance and accelerate the commercial development of Senegal’s hydrocarbon resources.

The decision aligns with President Bassirou Diomaye Faye’s administration’s stricter oversight of petroleum license holders, ensuring that licenses translate into tangible investment and exploration rather than speculative holdings.

The move also places Senegal among several African countries reassessing legacy exploration contracts and tightening regulations to encourage active development of oil and gas assets.

Atlas Oranto’s regional activities have come under renewed scrutiny. In Liberia, the company obtained four offshore production-sharing contracts in September 2025, covering Blocks LB-15, LB-16, LB-22, and LB-24 in the Liberian Basin, with proposed investments exceeding $200 million per block.

As of filing, Atlas Oranto had not issued a public response to Senegal’s decision.
