Lagos Reduces Minimum Land Size for Estate Development

The Lagos State Government has cut the minimum land size required for estate development from 10,000 square meters to 5,000 square meters, in a move aimed at addressing the state’s growing housing demand.

The Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, announced the policy shift during the ministry’s maiden Quarterly Media Parley in Alausa. He said the adjustment aligns with current urban realities, noting that Lagos’s rapid population growth has increased pressure on land and housing supply.

Olumide disclosed that some developers of the 176 non-compliant estates published in August have approached the government for assistance in regularizing their status. Enforcement, he added, will soon begin on those yet to comply. Plans are also underway to extend regulatory oversight to areas such as Ikorodu and Ikeja, while requirements will be set for communities that have been unilaterally converted to estates.

The commissioner highlighted the importance of the state’s Operative Development Plans, which guide major infrastructure projects including the Blue and Red Rail Lines, highways, and flyovers. Completed plans include the Alimosho, Kosofe, Lagos Island, and Badagry city models.

On planning approvals, Olumide said the Lagos State Physical Planning Permit Agency (LASPPPA) has improved efficiency, with permits now obtainable within 10 days of payment. Efforts to automate the process are also underway.

He further revealed that the state has identified more than 3,000 hectares of informal and underutilized land—such as spaces along power-line corridors and drainage setbacks—for redevelopment into structured uses like parking zones to ease congestion.

“Enforcement will commence soon on non-complying estates that fail to regularize,” Olumide warned, stressing the government’s commitment to reclaiming and redesigning informal spaces for productive use.
