Katsina Governor Emphasises Security, Development at Hawan Sarki Ceremony

Dikko Umaru Radda has reiterated that his administration’s commitment to security, inclusive development, and institutional reforms must remain non-negotiable to ensure meaningful impact on the people of Katsina State. He also stressed that public service should be measured by its effect on citizens’ lives.

The governor made the remarks during the annual Hawan Sarki (Hawan Bariki) at the Government House, Katsina. The event drew 17 European Union diplomats, traditional rulers, senior government officials, and thousands of residents, with horse riders from 28 districts showcasing Katsina’s cultural heritage.

Radda described the ceremony as more than a celebration, calling it a reflection of the state’s history, identity, and unity. “Leadership is a trust, power is a responsibility, and public service must be measured by its impact on the lives of the people,” he said, highlighting the values of faith, honour, compassion, courage, and service.

On security, the governor noted that maintaining peace requires more than weapons, emphasizing trust, intelligence, community participation, and moral responsibility. He cited the Katsina Community Watch Corps as a key initiative to strengthen grassroots security.

On governance and development, Radda said the 2026 budget was based on community needs assessments, allocating over N10 million to each of the state’s 361 communities for priority projects. Infrastructure improvements include the dualisation of major roads in Katsina, Funtua, and Daura, and expansion of rural road networks to link farmers to markets. Additionally, the administration distributes 40,000 metric tonnes of fertiliser annually at subsidised rates and has procured more than 400 tractors across all local government areas.

Earlier, the Emir of Katsina, Alhaji Abdulmumini Kabir Usman, urged citizens to remain disciplined, law-abiding, and united, describing the presence of international diplomats as a reflection of the state’s peaceful traditions.
